Baker, Vice President, CIC, CPIW
Donna Baker,
vice president and commercial and personal lines producer, has
been with C.L. Frates and Company since 1984. Donna is an
expert in a wide variety of classes of business and takes
pride in retaining her clients over many years. She has earned
professional recognition as a Certified Insurance Counselor (CIC)
and a Certified Professional Insurance Woman (CPIW). Baker is
a member of the Indepent Insurance Agents of Oklahoma and the Society of Certified Insurance
Counselors. She is vice president of the Independent
Insurance Agents of Oklahoma City. She has provided
leadership to her community as a volunteer for the Child Abuse
Response and Evaluation Center, Youth Services of Oklahoma
County, Allied Arts, and as a tutor/mentor with Oklahoma City
Public School system.

 Glenn
Barnes, CIC
Glenn Barnes,
an insurance specialist with more than 60 years of experience,
is a 15-year member of the C.L. Frates and Company team of
producers. Glen has been a Certified Insurance Counselor for
more than 25 years and is a lifetime member of Certified
Professional Insurance Agents. Primarily focused on larger
accounts, some of the industries for which he provides service
include specialty aircraft, printing, residential development
and more.

 Robert
Bowles, Senior Executive Consultant
Robert
is owner of Frates-Bowles Insurance Agency and a Senior
Executive Consultant for C.L. Frates and Company. He has been
a part of C.L. Frates for more than 40 years, during which he
has concentrated on the changing needs of the healthcare,
construction, and oil and gas industries. He is a consultant
for the Renewable Energy (Hydrogen) industry and has worked to
move forward the development of innovative energy technology.
He has been an active force in the marketing of insurance
products to physicians, hospitals and nursing homes since
1961; acting as an agent/broker for medical malpractice
insurance for more than 1000 physicians.
He
has managed property and casualty insurance programs for the
home building industry for over thirty years and is a lifetime
member of the Board of Directors of The Central Oklahoma
Homebuilders Association. He has been active in local and
state civic activities for all of his career and has served as
an officer on the Board of Directors of many civic
organizations.

 Dennis
Bowman, Vice President, CIC
Dennis has 26 years of
experience in the insurance industry; and since 1983 has been
a key member of the C.L. Frates team of producers. He
specializes in the manufacturing, transportation, and oil and
gas industries, serving clients worldwide. In addition to his
accreditation as a Certified Insurance Counselor (CIC), he is
actively involved in the Risk and Insurance Management Society
(RIMS). Dennis also has expertise with captive insurance
companies, and in placing reinsurance for these clients in all
the major international markets.

 David
Hunt, Vice President
David Hunt is an agency
producer specializing in the oil and gas, trucking, and marina
industries, and has particular expertise in casualty lines of
coverage. Prior to joining C.L. Frates and Company, David
owned and operated an oilfield service company for eight
years. He also spent six years working with Louisiana-based
Arkla Eploration Company. He is an active member of the
Oklahoma Marina Association and has been with C.L. Frates and
Company since January 2000.

 Debbie
Morrison, Vice President, CIC, CPIW
Debbie is the Personal
Lines manager for C.L. Frates.
She has held a variety of positions over the past 30 years.
Prior to her coming to C.L. Frates in 1998, Debbie worked with
Travelers Insurance as a personal lines underwriter, producer
and account manager.
She is a
graduate of the University of Oklahoma, a Certified Insurance Counselor (CIC), a Certified
Professional Insurance Woman (CPIW), and a member of the
Independent Insurance Agents of Greater Oklahoma City, with
specialized focus in personal lines. Debbie is also actively
involved in a variety of community organizations including
Women of the South.

 Tom Mulligan,
Vice President
Tom has focused his 29 years in
the insurance business primarily on the specific needs of
financial institutions and the electronic transaction
industry. He brought his expertise as an underwriter in these
industries to C.L. Frates and Company in 2002. Before joining
the C.L. Frates staff, Tom worked as an underwriter and
manager for both USF&G and BancInsure. He is a member in
good standing of the Electronic Transaction Association, and
has contributed articles to a wide variety of journals focused
on financial institution operations.

 Steve
Payne, Senior Vice President, CIC
Steve
Payne started his insurance career in 1979, after graduating
from Oklahoma State and receiving an MBA from the University
of Oklahoma. Steve worked for four years with Hank Moran and
Associates. He then formed his own insurance agency affiliated
with the North American Insurance Group. Steve merged his
agency in 1996 with the C.L. Frates organization, to
collectively form one of the largest insurance agencies in the
state of Oklahoma. Steve earned his Certified Insurance
Counselor (CIC) designation in 1984.
Steve has
provided leadership to the community through involvement on
the boards of Infant Crisis Service, Westminster Presbyterian
Church, the Metropolitan Library System, the Lyric Theater,
Children's Hospital Foundation, and City Care/Whiz Kids of
Oklahoma City.

 Gregg
Rawls, Sales Associate
Gregg has
become a member of the C.L. Frates and Company sales staff
after twenty years as manager of C.L. Frates Real Estate
Holdings. He has a Business Degree from Southern Methodist
University. Gregg is a member of Leadership Oklahoma City and
has been involved in leadership roles in several areas of
public service.
Rawls is currently managing the Travelers Benefits Plus
Program. C.L. Frates is partnering

 Keith
Shideler, Bond Director, CIC, CRM
Keith joined C.L. Frates and
Company as Director of Bonds in January 2005. Before joining
the C.L. Frates team, Keith served the insurance, bonding and
risk management needs of many Oklahoma-based clients in the
commercial contracting and construction-related support
industry. Throughout his 30+ years of experience in the
insurance business, he has also worked with Hilb, Rogal &
Hobbs, and with USF&G Insurance -- building an extensive
understanding and knowledge of the commercial construction
industry. Keith is a Certified Insurance Counselor and a
Certified Risk Manager, and has served on the boards of the
Associated Builders and Contractors of Oklahoma, The Oklahoma
Municipal Contractors and the Advisory Board of the Associated
General Contractors of Oklahoma - Builders Chapter.

 Frank
Smith, Vice President
Frank Smith joined C.L.
Frates in 2007 and leads our Construction Services
division. Prior to joining Frates, he was affiliated
with an insurance agency specializing in street road and
bridge construction as well as ancillary construction
and suppliers to the industry. He managed production and
placement of construction companies insurance and surety
programs. He was responsible for developing markets with
insurance companies as well as managing those
relationships. He also served as chairman on advisory
boards for two national insurance companies.
Frank is a graduate of the
University of Central Oklahoma where he earned a
bachelor’s of business administration degree. He
attended the Wharton School at the University of
Pennsylvania, completing advanced certification in
construction risk financing. He is an active outdoorsman
and enjoys hunting and fishing. He is also an
enthusiastic fan of amateur wrestling, football and
baseball. Frank and his family reside in Edmond.
