The Frates Benefit Administrators unit of C.L. Frates and Company began operation in the early 1980s and has developed into one of the premier administrators for health and workers’ compensation programs. Our commitment is to provide the highest quality customer service along with comprehensive management of benefit programs.

We believe we serve our clients best by making them informed partners in the daily management of their programs. Our management, staff and systems are designed to provide our clients with a complete understanding of all the expenses, fees and costs associated with their employee benefits and workers' compensation programs.

As an independent Third Party Administrator, our sole mission is to meet our clients' objectives. We don't look for client relationships as part of a broader strategy to expand market share for other products. At C.L. Rick Franklin, CLU, RHU, REBC

Rick Franklin is the Chief Executive Officer - Frates Benefit Administrators with C.L. Frates and Company. Mr Franklin has been in the insurance and benefits industry since 1984 and joined Frates in 1999. He has a bachelor's degree in business management from the University of Oklahoma. He earned the Chartered Life Underwriter, Registered Health Underwriter and Registered Employee Benefits Consultant designations from the American College.

Debi Oliver, RHU

Debi Oliver, Chief Operating Officer - Frates Benefit Administrators, brings to the Third Party Administration team a depth of experience from 24 years in the healthcare industry, including extensive experience in contract development and negotiation from both the provider and payor perspective.  Mrs. Oliver has contract analysis and negotiation experience for a major national hospital chain, as well as broad administrative experience in various provider settings.  She provides supplemental contracting and large case negotiation for TPA clients. She was recently certified as a Registered Health Underwriter.

Deborah Hanebutt, BSN, RN

Deborah is the Manager of Benefits Administration with C. L. Frates and Company. Since receiving her Bachelors of Science in Nursing from the University of Evansville in Evansville, Indiana, Debbie has been actively involved in the nursing profession as a staff nurse, supervisor, and instructor of nursing; and in managed care as an underwriter, claims manager, utilization and case manager, and a director-level position of call center clinical operations. In her current responsibilities of leading the claims and support staff, she focuses on customer service for our members and providers. Her experience spans over multiple states, and she shares her passion for patient care in her direction, developing policies and procedures, and training opportunities offered for our staff in pursuit of quality in the services we deliver.

Eric Spain, PAHM

With more than 25 years’ experience in the healthcare industry, Eric Spain serves as account executive with C.L. Frates and Company for third party administration services. Mr. Spain’s experience includes provider contracting, plan development for large employers, and sales and marketing of pharmaceutical products. Mr. Spain is a graduate of Oklahoma Southwestern State University where he earned a bachelor’s degree in microbiology. He received the Academy for Healthcare Management (PAHM) professional designation in 1999.
