Rick
Franklin is the Chief Executive Officer - Frates Benefit Administrators with C.L. Frates and Company.
Mr Franklin has been in the insurance and benefits industry since 1984 and joined Frates in 1999.
He has a bachelor's degree in business management from the University of Oklahoma. He earned the
Chartered Life Underwriter, Registered Health Underwriter and Registered Employee Benefits Consultant designations
from the American College.
Debi Oliver, RHU Debi
Oliver, Chief Operating Officer - Frates Benefit Administrators, brings to the Third Party
Administration team a depth of experience from 24 years in the healthcare
industry, including extensive experience in contract development and
negotiation from both the provider and payor
perspective.
Mrs. Oliver has contract analysis and negotiation experience for a major
national hospital chain, as well as broad administrative experience in
various provider settings.
She provides supplemental contracting and large case negotiation
for TPA clients.
She was recently certified as a Registered Health Underwriter.
Deborah is the Manager of Benefits Administration with C. L. Frates and Company. Since receiving her Bachelors of Science in Nursing from the University of Evansville in Evansville, Indiana, Debbie has been actively involved in the nursing profession as a staff nurse, supervisor, and instructor of nursing; and in managed care as an underwriter, claims manager, utilization and case manager, and a director-level position of call center clinical operations. In her current responsibilities of leading the claims and support staff, she focuses on customer service for our members and providers. Her experience spans over multiple states, and she shares her passion for patient care in her direction, developing policies and procedures, and training opportunities offered for our staff in pursuit of quality in the services we deliver. With
more than 25 years’ experience in the healthcare industry, Eric Spain
serves as account executive with C.L. Frates and Company for
third party administration services.
